What Broom Clean Actually Means in a Lease or a Contract

The phrase appears in leases, closings and work orders and almost nobody defines it. Here is what it does and does not cover.

Broom clean appears in residential leases, commercial lease surrenders, real estate contracts and property management work orders, and it is almost never defined in the document.

That ambiguity is where deposit disputes come from. Here is the generally accepted meaning and, more usefully, where the arguments actually happen.

What it generally means

  • All personal property and rubbish removed
  • Floors swept, or vacuumed where carpeted
  • Surfaces wiped free of loose debris
  • Appliances emptied
  • No items left in garage, attic, shed or yard
  • Nothing that requires removal by the next party

What it generally does not mean

  • Deep cleaning or professional cleaning
  • Carpet shampooing or steam cleaning
  • Scrubbing grout, ovens or bathrooms to a spotless standard
  • Repainting or patching
  • Repairing damage of any kind
  • Removing stains, scuffs or marks

Where the argument actually happens

Three places, consistently.

The garage, which the departing party often does not consider part of the property. The yard, same reasoning. And normal wear and tear, where one side sees a scuff and the other sees damage.

If you are the one leaving

Photograph everything after you clear it, with timestamps. Include the garage, the attic hatch, the shed and the yard.

A complete photo set at handover settles almost every deposit dispute before it starts, and costs you ten minutes.

If you are the landlord or manager

Define it in the lease rather than relying on the phrase. A short list of what is expected removes the argument entirely.

And photograph the unit at both ends of the tenancy. Move-in condition is half the evidence and it is the half people forget.

For commercial lease surrender

Be careful, because commercial leases often require far more than broom clean. Restoration clauses can require removing partitions, restoring flooring, repainting and reinstating the original layout.

Read the actual surrender clause before you budget. Broom clean and full restoration are different jobs by an order of magnitude.

The short version

Broom clean means empty and swept, not cleaned. Photograph everything at handover, and if you are writing the lease, define the term instead of relying on it.
